Quality, environmental, security and energy policy of DKV Debreceni Közlekedési Zártkörűen Működő Részvénytársaság (DKV Traffic Close Corporation)

Through its legal predecessors, Debreceni Közlekedési Zrt. has provided successful community transport services for passengers for more than 125 years in Debrecen, satisfying the needs of its passengers. Passenger transport is performed by electrically driven rail-guided vehicles and buses with related timetable planning and development activities, and it also operates pay parking lots in surface and deep-level garages. Our company maintains, operates and develops the vehicle fleet, the tramlines, power supply and the overhead catenary network. 

In the operation of buses, our company employs effectively supervised sub-contractors in providing up-to-date technical infrastructure to perform passenger transport in renting and taking back its vehicles, in supplying buses with appropriate fuels, in drivers’ starting and finishing their service time, in the operation of petrol stations, in the maintenance, repair, overhaul and cleaning activities expected to meet the required levels.

For the on-going improvement of our services, our company operates an effective, integrated system of quality, environment and security management, which complies with the requirements of our mission to provide high-level service, and which meets, continuously measures and analyzes our partners’ (interested parties’) satisfaction. 

The management of the company has set and documented its Services Declaration and also its objectives (integrated objectives) in relation to the creation of a measurable quality, environmental and security management, which includes the permanent observation, understanding and possible satisfaction of varying requirements from our customers and partners.

In an attempt to realize our objectives, we have formulated the quality management system stipulated by the MSZ EN ISO 9001:2001 standard, operate and continuously improve it as an integrated system; an environmentally friendly energy management system in compliance with standard MSZ EN 16001:2009, the rail transport security system in compliance with Article CLXXXIII. of 2005 on eco-efficiency and rail transport as described in standard MSZ EN ISO 14001:2005.

The management continuously supervises the operation of this integrated system and provides the required resources by efficient management. The integrated management system is supervised by TÜV Rheinland InterCert Kft, an internationally renowned certification authority. The sustainability of our rail transport security management system is verified by the Directorate of Thematic Priorities, Railway Inspectorate of Railway Safety and Supervision Inspectorate, which has issued our Rail Transport Security Certificate.

Our activities focus on our customers. We provide on-going, direct information and contact for all our interested parties.

Our most essential obligation, in harmony with our entire service-providing system, is the security management activities of the company management. In accordance with this, we operate a rail transport security management system, maintain its lawful operation and report on its operation to our inspection bodies. Our mission is to comply with specifications in provisions, official decrees and rail transport security regulations at all times. Therefore, we place high emphasis on interoperability for technical specifications during the whole life cycle of our equipment and facilities.

For the operation of the integrated management system we apply documented processes; for the evaluation and treatment of risks, for the identification of new hazards we provide an effective and documented information flow. In the framework of the integrated management system occurrences are analyzed in a regulated way and the required moves are fed back in the form of preventive measures. We continuously strive to cut the risk factors emerging in the operation of the integrated management system. Its key element is the methodical internal audit performed by our management.

Especially imperative is to comply with provisions of environmental protection, energetics and company regulations of which meet social expectations as well. Our objective is to keep environmental loading at the lowest possible level. To achieve these, we supervise our activities which exert influences on the environment, we make efforts to cut harmful effects continuously, to prevent environmental pollution and to create a more liveable city environment.

Our further priority is to operate our company in an energy-efficient way with the inclusion of our co-workers and interested parties. We are conscious that the key issue for our liveable future and our prosperous company is the maintenance and development of energy-efficiency.

We wish to develop long-term, environment-conscious partnerships in close connection with the already operated, integrated system and with our safety-related risk management with all those sub-contractors and suppliers who identify with the objectives and policies of our company.

We prepare and train our personnel on schedule, in compliance with expectations of our company; we also test and document their preparedness, measure their satisfaction and make good use of these data. In the operation of the integrated system we use and highlight, methodically measure, analyze and apply the opinion of all interested parties.

The mission of the management is that all the employees and sub-contractors of the company should be aware of the quality, environment and security policies of the Zrt. and its expectation is that they should identify with the above mentioned. We provide information on our quality, environmental, energy and safety policies for our customers and partners.

We are aware that the consistent implementation of our quality, environment and security policies raises our partners’ satisfaction, the stability and growth of our company and the personal well-being of our co-workers as well.
