In Debrecen, parking regulations entered into legal force in 1993. The number of pay parking lots was almost doubled from the initial 450 and two tariff zones were established. Hourly rates and various other season ticket types were introduced. Drivers could pay at ticket dispensers, parking meters and for parking fee collectors. For areas in the possession of the town, the use and operation of pay parking lots are regulated by Article 20/1993. (V.24.) of the Assembly Resolution of the General Assembly of Debrecen Town of County Rank
Due to increased motor vehicle traffic and the limited number of parking lots in the city, with a view of changing economic environment, this resolution has been amended by the town on several occasions.
The interests of the town, in accordance with those of traffic expedited the town to commission the rights of operation and parking fee collection for the pay parking lots in its possession to enterprises. As a result, the town could cut its expenses and increase its revenues.
For the proposal of the director, Major Department of Town Development, as stipulated by Article 13. §. (1) of Regulation 25/1997. (20. VI.) of the Assembly Resolution of the Town, the offer of Centrum Parkoló Kft. (Debrecen, Eötvös Str. 22.), for the operation of pay parking lots was refused and at the same time the termination of their contract was accepted with effect of 31 December 2001. The town announced a tender for the exclusive operation of pay parking lots, commencing on 1 January 2002 and terminating on 31 January 2006.
The time set for submitting tenders for the operation and maintenance of pay parking lots in the ownership of the Municipality of Debrecen Town of County Rank (20 Piac Street 4024 Debrecen), 1 January 2002 – 31 December 2006 is: 10.00.a.m. 26 November 2001.
Tender opening session: 10.15.a.m. 26 November 2001.
The submitted tenders shall be appraised by a jury and shall be judged by the General Assembly of DMJV.
250/2001. (20. XII.) Decree of the General Assembly of Debrecen Town of County Rank
For the proposal of the Proprietary Committee acting as the Jury, pursuant to point b./, Article 1. § (6) of LXV. Regulation of 1990 and Article 25. § (3) - (5) of the amended Regulation of the Assembly Resolution of 25/1997. (20. VI.):
"...DKV Debrecen Transport Rt. (2. Blaháné Street Debrecen) shall undertake the operation of pay parking lots in the period of 2 January 2002- 31 December 2006."
The Assembly Decree of 250/2001. (20 XII.) of the Debrecen Municipality, closing the tender application period for the operation of parking lots in the ownership of the town, stipulated that our company would be the sole operator of pay parking lots from 2 January 2002. When DKV undertook the scope of responsibilities to operate the parking lots, 1987 pieces were available for motor vehicle drivers on 26.000 m2 and the city operated 35 parking machines.
During this period DKV performed numerous developments, which attempted to provide more flexible parking opportunities and fast administration.
Currently DKV operates 4400 parking lots on 52.000 m2 and the number of parking machines has amounted to 100 by now. Traffic wardens, controllers, electricians and customer service co-workers offer their assistance for customers to receive full-scale services and access to high level parking facilities.
DKV Rt. opened its Customer Service Office on 16 September 2004 at 27 Füredi Street (in Malompark). To raise the level of its services, DKV joined its office responsible for the carriage of passengers (3. Salétrom Street) and the one for parking (Customer Service, 2. Blaháné Street) and moved the new office to the newly established premises.
From this time, complaints about travels, excess fares and parking events can be settled in one place. The scope of activity for the customer service has been extended: in addition to parking tickets (which were also sold earlier), passes and tickets became also available. During restructuring, DKV sought to establish a modern customer service office to meet customer requirements fully, from 8.00.-18.00.p.m. a.m. Monday to 8.00.a.m.-18.00.p.m. Friday.
The activities of the customer service are assisted by the full-scale application of a program on parking administration and also by state of the art software developed for registering and processing travel events.
For fast services, the computer system in the customer service office has been updated and as a result, parking cards were introduced. This payment option allows easier ticket-booking and it is getting increasingly popular in our town. Siemens Prisma 5 parking machines operate in pay parking lots and provide the operation of a cash and chip card system. The operation of the ticket machines is monitored by a GSM based distance surveillance system which also send reports to the technical department.

Booking parking tickets by insertion of coins

Please decide how long you wish to use the parking lot. The minimum payable parking time is 20 minutes.

Insert a suitable coin displayed on the ticket dispenser in proportion to your designated parking time!

Push the GREEN button and then the ticket dispenser will issue a ticket. The termination of your parking time will be distinctively marked. If you change your mind after the insertion of the coin, push the RED button and the ticket dispenser will give it back.

Please insert your parking ticket under the windscreen within your car so that it shall be fully visible for traffic wardens.
How to purchase your parking ticket by chip card

First insert your chip card into the required slot.

Push the BLUE button to choose the required parking time.

Push the green button to receive your ticket. The termination of your parking time will be distinctively marked. Before you push the green button, you can interrupt the process of buying your ticket if you push the RED button.
